A resident of a block of flats who holds the right to a parking space can install a charger on it. Domena Power checks the garage, prepares the documents for the board, installs the charger and bills the electricity used.

How it works

It starts with a conversation: where the garage is and which parking space. The resident submits a request to the board for consent to a charging point and, at the same time, sends Domena Power the building documentation plus photos of the distribution board, the parking space and the route between them. On that basis the designer verifies the installation design, the connection capacity and the cable route. If the documentation and photos are not enough, the designer comes for a site visit.

The result is an expert assessment (ekspertyza) and an electrical design, the full set that the board of the housing community (wspólnota mieszkaniowa) or housing cooperative (spółdzielnia) needs to grant consent. Once consent is given, installation takes between 3 days and 2 weeks, and a licensed electrician hands over the as-built documentation.

When the housing community hesitates

Consent does not depend on a vote among the neighbours. Under Article 12b of the Electromobility and Alternative Fuels Act, the board has 30 days from the request to commission an expert assessment, and for a charger up to 11 kW it grants consent itself, as a routine management decision (czynność zwykłego zarządu). Domena Power prepares the request, delivers the assessment and helps the board answer questions about power, protective devices and fire safety. On request, it handles all the formalities with the board on the resident's behalf, under a power of attorney.

The assessment required by the Electromobility Act is not the whole story. Fire safety regulations may require a separate fire safety assessment (ekspertyza ppoż.) for the garage, depending on the building, the number of parking spaces and how the garage is separated off from the rest of the building. Domena Power establishes whether one is needed while verifying the documentation.

Procedure in detail: housing community consent for a charger

Costs

According to the Domena Power price list, the expert assessment with the electrical design for the first charging point costs 3 690 zł brutto (3 000 zł netto). Fire safety sign-off of the design by a certified fire safety expert (rzeczoznawca ppoż.), if the building requires it, is 984 zł brutto (800 zł netto). Where fire safety regulations require a separate fire safety assessment, the fire safety expert signs that assessment instead of signing off the design, and its price is set after the garage documentation has been verified. Each additional point in the same documentation costs 405,90 zł brutto (330 zł netto), so two neighbours filing one request pay less per person than each filing separately. Amounts are given incl. VAT (brutto) and excl. VAT (netto).

The charger and the installation have no price list rate. The amount depends on what the assessment shows: which type of charger can be used in this garage, whether a load management system is needed, whether an energy billing system is needed, whether additional protective devices are needed, as well as the distance to the distribution board and the cable cross-section. The assessment usually includes several options, each with its pros and cons. Domena Power points out which one will be the cheapest for the resident to run, and gives the price in writing before any decision to place an order.

Questions people ask most often

  • Only if the expert assessment shows that the installation is not possible, or if the applicant has no legal title to the flat or no right to the parking space. Reluctance on the part of the neighbours is not grounds for refusal. For a charger up to 11 kW the board decides without a resolution of the owners.
