When is the signature of a fire-safety expert required?
The signature of a fire-safety expert is a verification of the site against the current regulations and confirmation that the charging installation design complies with the building fire-safety requirements set by the designer. For individual (private) chargers this applies primarily to multi-family buildings and underground garages. For internal (shared) and public (openly accessible) chargers, however, the opinion is required at every site — regardless of the installation location, including stations standing outside, beyond the building.
In particular, the expert checks the integration of the charging station with the building’s active fire-protection systems:
- Fire alarm system (SSP) and notification.
- Manual call points (ROP).
- Fire disconnect switch (PWP).
If any of these systems is triggered, the charging stations must be disconnected from charging.
The expert also verifies that the design is consistent with the division of the building into fire zones — including the correct execution of installation crossings through zone boundaries (penetration seals of the required fire resistance), so that the chargers’ cable routes do not compromise the separation of the fire zones.
In practice, in the vast majority of cases (about 99%) the expert imposes no significant design requirements on the building. Nor are separate emergency power-disconnection systems used for a single charger — if the charger is inside a building, it is disconnected globally together with the whole fire zone, not individually. Emergency disconnect switches of this kind are used only outdoors, beyond the building.
When is a UDT technical inspection required?
Charging stations are subject to a technical inspection by the Office of Technical Inspection (UDT) before being authorised for operation. Whether the inspection is required depends on who uses the charger.
UDT technical inspection required
- Public (openly accessible) chargers — available to everyone, in various locations, usually not tied to a specific site and not intended for a closed group of users, e.g. at commercial car parks or public-use facilities.
- Internal chargers — shared within a site, e.g. in a homeowners’ association garage, hotel or office building, for tenants, employees and guests. With no access from outside.
UDT technical inspection not required
- An individual charger — a single point for one user, e.g. a wallbox in a single-family house or at an individual parking space in the garage hall of a multi-family building.
Which documents are required for the UDT inspection?
A full set of charging-station documentation is attached to the UDT technical-inspection application. We compile it, and where it is missing we reconstruct it on the basis of measurements and calculations.
- Application for a technical inspection to the relevant UDT branch.
- Technical documentation of the station: wiring diagram, description and rated data.
- Fire-safety expert opinion.
- EU declarations of conformity and CE certificates of the charging station.
- Electrical measurement reports: protection against electric shock, insulation resistance, continuity of protective conductors and testing of residual-current devices.

- Statement of correct execution of the installation by an authorised person.
